Part I examines the history, critics, and practical compatibility of the CMA and TQM, and Part II presents discussions of the five standards of the audit and theories underlying them. Part III presents reactions of school superintendents who have undergone CMAs and discusses their perspectives on benefits of the CMA, and presents a case study of three school districts’ experiences with the CMA.
